Cultural administrators have been reminded that, as persons charged with the responsibility of managing various organisations and handling programmes emanating from such establishments, the performance of the culture sector depends on their leadership abilities, adding that they have to cultivate essential characteristics in order to contribute effectively to the development of the sector in the face of globalisation.
The executive secretary, National Institute for Cultural Orientation (NICO), Dr. Barclays Foubiri Ayakoroma, stated this in a paper, “Effective Cultural Administration in a Globalised Economy: Between the Person, the Organisation and the Programmes,” he delivered at the 3-day national workshop on, “Repositioning Public Officers for Improved Productivity,” which started Monday, 21st October, 2013, at the Merit House, Abuja, the Federal Capital Authority.
Ayakoroma said that leadership positions are fraught with serious challenges and that for the cultural administrator to make impact in a country that has negative perceptions about the culture and tourism sector, and that it is imperative for stakeholders to be properly repositioned to effectively and efficiently handle programmes and activities to impact the citizenry.
“Through the efficient organisation of festivals, carnivals, art exhibitions, arts and crafts fairs, theatre and film productions, and the likes, the culture sector could indeed attract investors and contribute meaningfully to the sustainable development of Nigeria, because such events will attract local and international tourists and subsequently generate revenue for the country,” he concluded.
The workshop, which is organised for honourable commissioners, special advisers, permanent secretaries, local government chairman, directors-general, and directors of culture, among other top government functionaries in the culture sector, is in fulfilment of the statutory mandate of NICO, as the capacity-building arm of the Federal Ministry of Culture, Tourism and National Orientation.
